In architecture, a folly is a building constructed strictly as a decoration, having none of the usual purposes of housing or sheltering associated with a conventional structure. In the 1700s a tradition of follies existed in accordance with a belief that welfare handouts are particularly ill conceived, and that for any reward work must be performed.
